During the May 15 regular meeting of the Victoria ISD Board of Trustees, the Board approved the formation of three strategic subcommittees to address key areas of long-term district planning: 

  • Attendance Boundaries and Rezoning, 

  • Bond Action Committee (BAC), formerly known as the VISD Facilities Bond Oversight Committee, and the

  • Underutilized VISD Properties.

Each subcommittee will focus on a specific area of need, working concurrently to ensure that community voices are included and decisions are guided by data, sustainability, and student success.

Board Subcommittee & Community Task Force: Attendance Boundaries and Rezoning

The board approved, 7-0, the establishment of a joint subcommittee composed of trustees, community stakeholders, and district staff to evaluate existing attendance boundaries across VISD. The group will review enrollment trends, population growth, and school capacity data to determine whether boundary adjustments are necessary to ensure more efficient and equitable use of facilities.

Their work will also take into account transportation needs, neighborhood integrity, and access to specialized programs. The ultimate goal is to provide recommendations that balance enrollment across campuses and support academic success for all students.

Community members interested in serving on the Attendance Boundaries and Rezoning Task Force may apply beginning Monday, May 19 at 8 a.m. through Friday, May 30 at noon. The application and additional information are available at www.visd.net/boardsubcommittees.

Bond Action Committee (BAC)

The Bond Action Committee, formerly known as the VISD Facilities Bond Oversight Committee

is a citizen advisory group tasked with supporting, promoting, and providing input on the development of a potential facilities bond proposal. This group is made up of parents, staff, business leaders, and community members from across Victoria.

Applications for the committee opened on April 24 and closed on May 6, with more than 63 community members applying. On May 15, the Board appointed 43 individuals to serve on the BAC. Three board members will also serve on the committee: Board President Micah Patton, Board Secretary Kathy Bell, and District 7 Trustee Mickey Kostella.

The BAC will work closely with district leadership to review facilities assessments, explore future needs, and provide recommendations for a potential bond proposal.

Board Subcommittee: Underutilized VISD Properties

The Board Subcommittee on Underutilized Properties will evaluate existing district-owned facilities and properties that may no longer align with current student enrollment trends or programmatic needs. This board subcommittee is tasked with identifying opportunities to repurpose, consolidate, or potentially divest underutilized spaces in a way that maximizes value and reduces operational costs. 

Trustees appointed to serve on the board subcommittee include District 3 Trustee BJ Nelson, District 5 Trustee Rick Jones, and  District 6 Trustee Margaret Pruett. The subcommittee will work collaboratively with district administration throughout the process.

This approach demonstrates the district’s focus on responsible planning, transparency, and prioritizing student needs. The participation of community members across all three committees reflects strong local engagement in shaping the future of VISD.
